The Deputy Director of Operations is a senior executive-management position responsible for the administrative, fiscal, and operational functions of the Las Animas County Department of Human Services (LACDHS). Reporting directly to the Executive Director and serving on the executive leadership team, the position oversees finance, budgeting, fiscal reporting, procurement coordination, payroll, facilities, front-office support, and other administrative operations. Working with departmental leadership, County administration, the Board of County Commissioners, and state and federal partners, the Deputy Director ensures sound fiscal practices, strong internal controls, regulatory compliance, protection of public funds, and effective administrative systems that support the Department’s human-services mission.
Acts with delegated executive and managerial authority as assigned by the Executive Director and may assume responsibility for Department operations during the Executive Director’s absence.
Directs and oversees Department finance and accounting functions, including budget development and monitoring, accounts payable, payroll coordination, reconciliations, cost allocation, journal entries, revenue and expenditure analysis, and fiscal closeout activities.
Provides executive-level fiscal analysis and recommendations to the Executive Director regarding budgets, staffing, grants, contracts, allocations, program expenditures, financial risk, and long-range operational planning.
Oversees preparation, review, and timely submission of required monthly, quarterly, annual, state, federal, and County fiscal reports, including reporting associated with the Colorado Department of Human Services (CDHS) and the Colorado Department of Health Care Policy and Financing (HCPF).
Leads or coordinates County Financial Management System (CFMS) reporting and uploads, including applicable expenditures, journals, purchasing-card activity, payroll, accruals, and year-end reconciliations.
Maintains appropriate internal controls and ensures financial transactions are adequately supported, properly authorized, accurately recorded, and consistent with County, state, federal, grant, and contract requirements.
Coordinates annual budget preparation and ongoing budget-to-actual monitoring; identifies variances and develops corrective recommendations when fiscal or operational trends require action.
Supports the annual Schedule of Expenditures of Federal Awards (SEFA), County single audit, program audits, monitoring reviews, and other fiscal or compliance reviews; coordinates documentation and corrective actions as assigned.
Develops and maintains management reports using the County’s financial and administrative systems, including Tyler and other authorized systems, to support executive decision-making and reporting to the Board of County Commissioners.
Oversees or coordinates procurement activities in accordance with Las Animas County purchasing requirements, including Requests for Proposal (RFP), Requests for Quote (RFQ), contracts, purchasing documentation, and vendor coordination.
Provides operational oversight for assigned administrative functions, which may include reception/customer access, document control, facilities coordination, security coordination, fleet/vehicle administration, payroll support, and other shared administrative services.
Supports human-resources administration within delegated authority, including recruitment coordination, onboarding and offboarding, timekeeping/payroll processes, performance management, workforce planning, and recommendations regarding personnel actions.
Supervises assigned staff; establishes performance expectations; conducts evaluations; provides coaching and corrective guidance; recommends hiring, promotion, discipline, and separation actions consistent with County policy and delegated authority.
Develops, reviews, and implements administrative policies, procedures, workflows, internal controls, and continuity processes designed to improve efficiency, accountability, customer service, and regulatory compliance.
Partners with program leadership to evaluate the fiscal and operational impact of changes to Medicaid, SNAP, Colorado Works/TANF, Child Welfare, Adult Protective Services, Case Management Agency/LTSS, and other Department programs, as applicable.
Reviews operational and financial data, identifies trends and risks, and leads process-improvement efforts using measurable performance indicators and documented follow-through.
Represents the Department in meetings with County leadership, state agencies, auditors, vendors, community partners, and other stakeholders as assigned by the Executive Director.
Maintains confidentiality and ensures compliance with applicable privacy, records, financial, cybersecurity, and information-security requirements associated with public-benefit and human-services operations.
Maintains current knowledge of applicable County policies and relevant state and federal requirements and communicates material operational or fiscal changes to leadership and affected staff.
Performs other duties and special projects as assigned by the Executive Director.
Demonstrates sound judgment, accountability, discretion, professionalism, and stewardship of public resources.
Builds effective working relationships across program, fiscal, administrative, County, and external partner functions.
Communicates complex financial and operational information clearly to technical and non-technical audiences, including executive leadership and public governing bodies.

Maintains the ability to manage multiple priorities, deadlines, audits, funding streams, and operational issues in a changing regulatory environment.
Advanced knowledge of budgeting, accounting, financial reporting, internal controls, reconciliation, audit support, procurement, and fiscal management; governmental or human-services finance strongly preferred.
Knowledge of grant and contract administration, cost allocation, federal and state funding requirements, and public-sector accountability principles.
Ability to analyze complex financial and operational information, identify risk, develop options, and make defensible recommendations.
Ability to interpret and implement statutes, regulations, contracts, policies, procedures, and administrative guidance.
Strong leadership, supervision, conflict-resolution, project-management, organizational, written communication, and presentation skills.
High proficiency with spreadsheet, word-processing, financial, payroll, HR, database, reporting, and document-management systems; ability to learn State of Colorado and County systems required for assigned duties.
Ability to safeguard confidential information and exercise discretion when working with personnel, fiscal, client, legal, and executive matters.
Associate’s Degree in Accounting, Finance, Business Administration, Public Administration, Management, or a closely related field; or,
At least five (5) years of progressively responsible professional experience in finance, accounting, budgeting, public administration, operations, or a closely related field, including at least two (2) years of supervisory or management responsibility.
An equivalent combination of relevant education and progressively responsible experience may be considered when it demonstrates the competencies necessary to perform the essential functions of the position.
Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Management, or a related field.
Experience in Colorado county government, human services, health and human services, or another complex publicly funded environment.
Experience with governmental accounting, federal grant compliance, SEFA/single-audit preparation, CFMS, Tyler financial systems, and CDHS/HCPF fiscal reporting.
Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), Certified Public Finance Officer (CPFO), or other relevant professional credentials.
Valid driver’s license, reliable transportation, or the ability to travel between County work locations and to required meetings or training.
Successful completion of County-required background, employment, and other pre-employment requirements applicable to the position.
May be required to work outside normal business hours during audits, fiscal deadlines, emergencies, continuity events, or other operational needs.
This position operates in a hybrid office with some remote-work and requires regular computer use, communication, and participation in virtual and in-person meetings. Duties may involve periods of sitting, standing, walking, bending, reaching, and occasionally lifting light to moderately weighted materials.
